My name is Tanya Silva. I am a U.S. citizen, and I hold a BS in Finance/Computer Science from the University of Utah, an MS in Predictive Analytics from Northwestern, and an MBA from UNR. 1. Jobs and Outsourcing
As someone who has been unemployed for over two years and has submitted more than 3,000 résumés with no success, I have been reviewing data from the DOL website, Project Firewall https://www.dol.gov/newsroom/releases/osec/osec20250919, and other sources. I have found concerning numbers of H-1B visas in Nevada.
Having previously worked at the Gigafactory and having been managed out, along with observing an entire tech department being replaced by workers brought in from abroad, as well as seeing work sent offshore that was originally intended for Nevadans, I am trying to understand both the corporate intention and the State’s strategic goals.
What is Nevada trying to achieve, and what is the State’s policy direction regarding the displacement of American workers in favor of H-1B visa holders and/or outsourcing? Some sources estimate Nevada’s unofficial unemployment rate to be closer to 45%. Throughout my career at companies such as Intel, Symantec, and GE, I have seen similar patterns of American workers being sidelined.
What are your thoughts and proposed policies regarding this? How are people like me supposed to support themselves? Is there any form of support for Americans displaced from their jobs due to hiring practices that favor foreign labor or offshoring?

Fortune https://fortune.com/2025/11/17/nevada-boring-company-osha-investigation-governor/ published a concerning article about safety issues at certain Nevada corporations, including references to OSHA NV, the Governor’s Office, and the corporation under investigation.
In 2024, I submitted a report to OSHA NV regarding extreme fire risks at the Gigafactory. After reading the article, I contacted OSHA NV for a follow-up and was told to file a FOIA request. They also informed me that my original report had not been reviewed because it was outside their six-month window, but asked me to file a new report due to the severity of the described hazard. I did so.
I submitted schematics and a video detailing concerns—including contaminated batteries, self-igniting powder, and other issues.
Tesla is facing a class-action lawsuit https://electrek.co/2025/11/27/tesla-class-action-over-powerwall-recall-bricked-batteries/ . Perhaps earlier attention to these concerns might have mitigated some of the problems consumers are now facing.

Would it be possible to propose legislation granting OSHA NV greater authority to investigate not only incidents that HAVE occurred, but credible concerns about incidents that MAY occur? Nevada has a growing number of chemical-related operations, and the public and employees deserve strong protections.
3. Protection of the U.S. Constitution and Nevada Laws
I am the plaintiff in Silva v. Panasonic. Throughout this case, I have observed conduct by Panasonic executives and attorneys that raises serious questions, including:
A VP of HR disregarding Nevada law regarding documents required at the time of termination (I was provided none).
Panasonic attorneys stating during a recorded deposition that “the jury will not give you justice” and urging me to drop the case in a manner that caused my attorney to ask them to stop speaking to me that way.
During forensic data collection—where the court order limited collection to Panasonic-related data since 2021—the following occurred:
I was publicly accused of crimes without evidence.
My Fourth Amendment rights were implicated when:
Data was collected back to 2005 (despite the order specifying 2021).
Attempts were made to access my government-ID–related data without consent.
I received alerts that all my Apple Keychain-stored passwords were compromised, and someone had accessed my account ( happened during the weekend when no data collection was performed but within the two week period they were collecting the data).
I submitted a report to the FBI digital crimes division.
Because of the behavior observed during depositions and data collection, I contacted the Nevada Bar Association to verify whether the attorneys are licensed in Nevada, they confirmed their names do not appear in the Bar database.
Questions:
i. Regarding ID.gov—who is developing and maintaining the system, how secure is it, what is the citizenship status of individuals handling sensitive data, and are subcontractors involved in data custody? What protections exist for U.S. citizens if government-ID data is compromised? How does ID.gov interact with Fourth Amendment protections? How does third-party data access without consent align with constitutional requirements?
ii. I would like to propose a bill requiring any attorney practicing in Nevada without being listed in the Nevada Bar system to complete a one-hour competency assessment covering basic knowledge of the U.S. Constitution and Nevada state law. Upon passing, they should be eligible for admission to practice in Nevada. My interactions with Panasonic’s legal team have been extremely concerning.
4. Tax Dollars
While serving as a Strategic Portfolio Manager at Panasonic Energy, I encountered a $1 billion discrepancy in SAP during CAPEX project reconciliation. I met with C-level and director-level leaders about it; the meeting went well. I was terminated one week before a second meeting I had scheduled to continue resolving the discrepancy.

Given the State of Nevada’s substantial investment in the Gigafactory, including financial incentives and tax benefits, what audits have been conducted, and how can citizens review them to ensure taxpayer funds were appropriately used?
